Overview of project:
Pittston Area School District, partnering with Luzerne County 911 and the Wyoming Valley Sanitary Authority, is in the process of implementing a program where the locations of all district schools, playing fields, gymnasiums, etc. are plotted using state of the art Geographic Information Systems (GIS) technology. Each location will be assigned a unique ID. This data will be submitted to Luzerne County 911 Emergency Services. At each location, a sign will be placed displaying the location ID and instructions to follow in the event of an emergency.
Goal of Project:
Because of location information on hand at Luzerne County 911, emergency services response time will be reduced.
Implementation of Project:
Jim Serino, Building and Grounds Supervisor PASD, recorded and mapped 22 locations of schools, playing fields and gymnasiums at 4 locations in the PASD.
Pittston Area Senior High School
Pittston Area Intermediate Center/Middle School
Pittston Area Primary Center
Pittston Area Kindergarden Center
As part of an educational process, two members of the Wyoming Valley Sanitary Authority, accompanied by 4 senior students from PA Senior HS, recorded and documented the GIS coordinates of each location throughout the school district using a Trimble® GeoExplorer GPS Receiver. A master database was then created and mapped by representatives of the WVSA using ESRI ArcMap® GIS software This file can be viewed here PA GIS. This data was then submitted to Luzerne County 911. Signs were designed displaying location ID and instructions to follow in the event of an emergency. These signs were posted at main entry points of each location. An example of one of these signs can be seen here: Luz Co 911 ID.
Emergency Scenario:
A football game is being played at the Main Football field at the PA Senior High School. As spectators enter the stadium, they will see the emergency signs that are posted. An emergency occurs requiring an ambulance. A spectator dials 911 and follows the instructions that are posted on each sign. The spectator tells the 911 operator which location he/she is at as per the sign. The 911 operator references that location with the data on file and instructs the responding emergency service accordingly.
